Major Hazard Facility Legislation Compliance

Major Hazard Facilities (MHFs) are locations where hazardous materials are present in such quantities that an accident could affect the community beyond the boundary of the site.

After the Longford explosion in Victoria, major hazard facilities have been the focus of many compliance issues and stringent regulation. The Longford accident could have been avoided with a comprehensive and up to date safety management system. Occupiers of MHF must minimise the risk of damage to people, property and the environment. This risk reduction can be achieved through eliminating or minimising hazards and implementing measures to reduce the likelihood of a major accident.

CMO COMPLIANCE™, the Cost Reduction System, is a compliance management system which can assist MHFs in ensuring the site has performed necessary safety inspections and creating reports necessary for regulatory compliance

CMO COMPLIANCE™, the Cost Reduction System, can assist MHF inspectors in the following:

Hazard identification, risk assessment and risk control
Safety reports
Emergency planning
Reporting of major accidents and near misses
Security
Confidentiality of information
The identification of a major hazard facility
Information included on-site and off-site emergency plans
Implementing a safety management system;
Submitting a safety report showing how the facility will continue to operate safely

CMO COMPLIANCE™, the Cost Reduction System, can reduce the risks of common problems that occur during MHF assessment. Such risks include:

Incomplete hazard identification and safety assessment
Safety management systems not integrated
Inadequate processes for audit, monitoring and review
Inadequate performance standards and indicators
Poor links between hazards, risks, control measures and the Safety Management System
